  2. Create the Roux: Sprinkle the all-purpose flour over the softened vegetables and stir thoroughly to coat them evenly. Cook for 1 to 2 minutes, stirring continuously, to develop the roux that will thicken the bisque.
  3. Deglaze and Simmer: Slowly pour in the dry white wine, stirring constantly to deglaze the pot and lift any flavorful bits from the bottom. Add the seafood or fish stock, bring the mixture to a simmer, and let it cook for 10 minutes to develop deep, rich flavors.
